Blades balancing

I've read a lot about how to balance blades and why they should be balanced. I think I've understood the why question very well but not for the how to question yet. Although the steps for how to balance blades described by different people are not exactly same, the main approaches are same and they can be divided into to stages. Stage 1, matching CG and stage 2, matching the weight. So my question is, is it really necessary to do it in that TWO stages? Can I combine them into just one stage, matching the TORQUE, by putting a pair of blades onto the balancer and tape the lighter one until they are level.

If I am wrong, could anyone explain to me why? Thanks in advance.

The instructions were right - you do need to do it in 2 steps.

Because the blades are spinning, if the CG is off, one blade will have more rotational energy that the other which can cause vibrations in your heli, not to mention uneven cyclic controls.

For example, if one blade has a CG out near the blade tip and the other has it much closer to the root, the blade with the CG closer to the tip will require more force to move it, since it has greater rotational energy (more weight closer to the faster spinning tip) which can cause vibrations and a rocky cyclic.
